Counselling Process for MBBS & BDS

After coming of NEET, the admission/counseling process is either conducted by state government or MCC (DGHS) for all Government, Semi- Government, Minority, Private and Deemed medical colleges across India except for AIIMS and JIPMER. Today not even a single medical seat is with the medical colleges in India (including general/ Management or the NRI SEATS).

How has this happened? - As per Supreme Court Judgement Writ Petition (Civil) No. 267/2017 DAR-US-SLAM EDUCATIONAL TRUST only Central Government & State Government Counseling Authority can conduct the counseling process for NEET. No college is authorized to take direct admission or conduct counseling for NEET qualified candidate.

POINT TO BE KEPT IN MIND:

First we need to understand the basic eligibility & seat matrix in various medical colleges across India. There are 471* medical colleges through NEET at present in which total 63700* MBBS seats are there. Of which 210* State Government Medical Colleges are there in 29 states & 7 UT out of which now Article 371(D) is imposed only J&K. As per Article 371(D) State Government Colleges of J&K cannot give any seat to other State students and J&K students can't participate for All India Quota seats. So as non J&K students we are eligible for 207* State Medical Colleges in which 34000* seats are available. But there are two way to get admission into such colleges. One is through 15% AIQ counseling conducted by MCC in which around 5200* seats will be there this year. Second is through 85% State Quota Counseling conducted by DMER where only the domicile state students can participate. Now coming to the, Private and Deemed medical colleges across India, for the State Private Medical Colleges counseling will be conducted by respective State Directorate of Medical Education whereas seats of all Deemed Medical Universities will be allotted under Central Government Counseling Authority i.e. Medical Counseling Committee (MCC)/DGHS.

For being eligible to take part in the counseling process you need to register for the same, the forms generally starts from the month of January after the NEET application. Whichever application form you will apply you will be able to participate in that counseling only. For e.g. CMC Vellore application was out on 26th March 2018 & Guru Gobind Singh Indraprastha University (Delhi State Counseling Authority) has also started mid Feb. Similarly other Counseling Authorities will also come out with their own application form. After you're done with the application process thereafter document verification process takes place, physical counseling etc as per that state criterion

Generally the Counseling Process is of 2 types: 1) Physical Counseling & 2) Online Counseling

  1. Physical Counseling:

Here one has to be physically present at the counseling venue of that particular state basically the physical presence of the students is mandatory. For e.g. to attend KEA counseling one has to go to Bangalore, to attend IPU (Delhi State) Counseling you need to be present at Delhi, for Telangana State Counseling one has to go to Hyderabad etc.

Here in physical round of counseling you will find two major problems as faced by parents/students during the process. First is, in every Counseling process there will be at least 2 rounds of counseling followed by mop-up round in total there will be more than 50 rounds of counseling rounds across India in a short period of 1.5 month. Other problem is, you will not get any live updates about the counseling during the process about the seat status, which means one needs to report to the counseling venue to know the possibility of getting a seat.

  2. Online Counseling:

In this type of counseling you need to do the choice filling for the colleges online. For e.g. in 15% All India Quota 207* State Government Medical Colleges will participate in which 5200* seats are there including GEN/OBC/SC/ST/PWD category. As per the counseling rules once you submit the choices you cannot make changes to it. College allotment will be done as per your merit and order of choices. In this process you need to consider the Internal PG Quota reservation in colleges, rural service bond & Number of PG seats benefit in that state.

*Subject to change as per MCI permission

Now apart from this NEET 2018 bought with itself a new twist to the whole story- In 2018 NEET MBBS/BDS counseling to be eligible to participate one has to deposit registration fee with the concern state DMER offices or with the MCC. So if you need to participate in 5 state counseling one has to keep 5-7 lakh rupees extra so that they can participate in the process and if taken a wrong decision that amount will not be refunded.

Permissibility to students to exercise fresh choice during counseling the following Matrix explains
